Tuition tax credit gives Arizona’s disabled, foster children the stability, education they deserve while saving costs to state

(STATE CAPITOL, PHOENIX) – The Senate Appropriations Committee today passed legislation to allow hundreds of disabled and foster children in Arizona to remain in their schools, and others the opportunity for stability – some for the first time in their lives.

 

“This is an opportunity to give families more choices, and help some of our state’s most vulnerable citizens receive an education that better suits their needs, while saving the state money,” said Sen. Thayer Verschoor, R-Gilbert, sponsor of  SB 1001. 

 

The legislation establishes a tax credit for corporate contributions or insurance premiums to a school tuition organization that provides scholarships for children in the foster care system or students with disabilities. It addresses current and eligible students in the voucher program signed by Gov. Napolitano in 2006 but deemed unconstitutional in March 2009 by the Arizona Supreme Court.

 

The legislation ensures that the costs do not exceed public expenditures as the maximum scholarship amount is up to 90 percent of state aid. The program also has a $5 million cap.

 

“One size does not fit all when it comes to education. We have heard bills to reinstate childcare, extend unemployment and prevent teacher pink slips; it’s time to give these children an opportunity that could change their lives forever.”
